As far as I know these are currently priced lower for testing purposes. The normal prices will most likely be triple these values.
Where exactly do u get those armors? arew they PvP only or there are some quests/merchants on the live servers?

If you have VP raid gear, this is nothing too great.
To “Xilaz”, no, VP raid sets do surpass these for the most part, but it should. This is legendary quality gear that one buys from looting void shards from TSO mobs if I understand correctly. It’s a pure apples to oranges comparsion to compare this gear to tier 8 fabled, RoK or TSO since it’s meant to compete with other tier 8 legendary. When comparing to other tier 8 legendary, it has great stats. It’s very pointless to compare it to tier 8 fabled.
So they add a bonus to overloaded heals for shamans… yet the nerfed the daylights out of the proc to uselessness… Sheer genius!

The genius is in the monk/bruiser armor. If they’re in front of the mob it procs a hate increase, if they’re behind the mob it procs a deaggro. Great acknowledgement that leather fighters were never intended to be tanking 100% of the time. I frankly wish all the fighters got something like this.
The front/back procs have been on the MC weapons since the last revamp. Also, This gear could surpase VP fabled. We don’t yet know how import Crit Mit is. Over all this owns anything I’m wearing from casual play.
